ERESEE 2020. Estrategia a largo plazo para la rehabilitación energética en el sector de la edificación en España

Planteamiento

The project arises from MITMA’s requirement to update the 2014 and 2017 Spanish Long-term Renovation Strategy, improving the methodology for characterising the residential stock and preparing the decarbonisation pathway to 2030 and 2050.

Objetivos

The main objective is to define the priority group of dwellings to be renovated and improve the energy efficiency of their envelope in the periods 2021-2030 and 2031-2050, based on criteria of energy efficiency and economic profitability of the intervention.

Enfoque

The methodology used seeks firstly to determine the energy savings achieved after the energy renovation in the 7.1 million priority dwellings, in order to study their economic impact. In that sense, the 16 million dwellings in the area are classified into 2,100 cases with similar characteristics; the energy simulation is carried out on these groups thanks to the engine of the urbanZEB tool, which makes it possible to define the energy savings achieved in each case and extrapolate them to the dwellings as a whole. Prioritisation is established on the basis of a probability by efficiency matrix, which defines a package of 7.1 million dwellings with high probability and high efficiency of intervention, of which 1.2 million will be renovated in the period 2021-2030 and another 5.9 million in the period 2031-2050. Finally, a microeconomic cost-benefit analysis is carried out considering various financing scenarios over 15, 20, 25 and 30 years.

Resultados

The results of the project are framed in the point «7.2. Cost-effective approaches to renovating and improving the energy efficiency of the envelope in the residential sector» of the document submitted by MITMA to the European Commission, and are as follows:

  • Modelling of the distribution of heating consumption in dwellings at provincial level,
  • Definición de menús de rehabilitación de las envolventes,
  • Analysis of the results obtained and segmentation of the residential stock into packages,
  • Selection of strategic options for the scenarios,
  • Detailed description of the package «Priority envelope retrofitting» and its targets to 2030 and 2050,
  • Analysis of the microeconomic cost-effectiveness of the selected policy option.
