The project emerges from the need of the City Council of Sant Boi de Llobregat to prioritize public action in the field of housing renovation financed by European funds, both in relation to where to act first, and in relation to what actions to carry out.
The main objective is to elaborate a study that, by means of the analysis of the 814 buildings that conform the scope of study of Sant Boi de Llobregat, allows to identify the needs and to compare the potentialities of 5 constructive menus to construct a strategic and coordinated vision of the future intervention.
The project integrates the energy, economic and social dimensions from a diagnosis that allows to establish the economic impact in the energy consumption bill, its relation with possible situations of energy poverty and finally to compare the effectiveness of the 5 constructive menus proposed as a solution to revert the situation of vulnerability.
The methodology used makes it possible to establish, firstly, the architectural and energy characterisation of the buildings based on the definition of the demand and consumption for heating, as well as the total energy consumption of the dwelling. This diagnosis is established on the basis of two habitability thresholds -comfort and health- as well as two energy vector hypotheses -electricity and natural gas-, and leads to the amount of the energy bill.
In relation to the construction scenarios, the current scenario is analysed, as well as 5 intervention menus previously designed with the team of the Sant Boi de Llobregat City Council. Next, a first economic approach is made to the conditions that determine the risk of the dwellings in the area to be in a situation of energy poverty. Finally, the economic impact of the different menus analysed is assessed at the level of intervention costs.
The results of the study, obtained both for the current scenario and for the 5 intervention menus, are based on the following indicators:
