Long-term renovation strategy in the Basque Country’s building stock

Article Four of the 2012 European Directive of Energy Efficiency requires the development and implementation of a long-term strategy to mobilize investments in the renovation of residential and commercial buildings in order to improve the energy performance in the building sector before 2020.

The project uses a methodological approach to a long-term intervention strategy in the residential area of Euskadi. It defines an autonomous procedure for the community and aims to accomplish the environmental objectives set by the European Union from 2020 to 2050.The project also strives for socially acceptable living conditions where circumstances of energy price increase and poor building conditions can amplify situations of energy poverty.

The project is adapted from a pilot test of the methodological approach by Cíclica in the framework of municipal and regional strategies for the energy rehabilitation of buildings and the work developed by Rehabilitation Working Group.Formed by three sub-zones and located in historical territories of Alava, Biskaia, and Gipuskoa, it includes a maximum of 21 census sections and approximately 8,800 houses (1% of the main houses of Euskadi). It takes the findings from the Euskadi survey method, based on three provincial surveys containing data and georeferenced graphic information, and adapts the methodology to the remaining Spanish state.

Unlike the methodology used in the GTR reports and the methodology used with the municipal and regional strategies developed by Cíclica in the past few years, this project presents some advances with respect to other similar studies. Firstly, by substituting statistical information used in GTR reports with alphanumeric and graphic databases from the survey, the data is constantly changing. Secondly, by not using typical building models as references in the construction of the built environment, the project has a unique typology.

The results of the project are the following:
  • Exploration and evaluation of the use of data from available sources in Euskadi (graphic and alphanumeric information), to provide information that requires the appropriate strategic methodology for energy rehabilitation of existing buildings.
  • The architectural characterization of the residential area to measure its energy performance and/or its possibilities of energy rehabilitation.
